No its not always compulsory! It depends on which country your coming from. For example, all commonwealth nations do not require a Visa when travelling to another commonwealth nation.
You are both wrong! The fact that you are a commonwealth citizen is totally irrelevant. To visit Australia for a business visit you will need a visa unless you are from New Zealand. If you are a citizen of an "ETA Eligible Country" you will be able to apply for a Business ETA. If you are not a citizen of one of these countries you will need to apply for a Subclass 456 visa from your nearest Australian High Commission / Embassy.
