Geelong is really nice but a little far from the city.

St Kilda
Toorak and Brighton are the wealthiest

St Kilda is happening, but has a very seedy side and crime up to the wazoo.
St Kilda & South Yarra
I lived in many different neighborhoods (Clayton, Burwood, Glen Iris, Toorak, South Yarra and Southbank) I would say I liked Toorak and Glen Iris the best for the peace, less congestion, away from the city but near enough :)
Depends what you're after. Peace and quiet, come to the Outer Eastern suburbs like Lilydale, Yarra Glen, the Yarra Valley a wine making region. just an hour drive to the city. but if you like class and designer shops, yes go for expensive Toorak/Camberwell.
Personally, i hate being that close to the city, so busy. I like places where you don't have to pay for parking wherever you go.
If you want to live in a new estate with all the facilities close by that you need, try Caroline Springs or Delfin development areas. They're supposed to be brilliant places to live.
i live in the outer east :) on the border of the metro area. an hour frm the CBD.
