How can I get to Cola de Caballo?

I want to know how I can get to Cola de Caballo from downtown Monterrey. Ideally nothing too expensive as most of my spending money will be used at the various bars en el Barrio Antiguo.

Travel Tips
You can always get a taxi, but it'll cost you more than 300 pesos, guess.
You can take a bus that can take you to Santiago, and maybe you can find some bus from there.
