Hi, I don't know where you're coming from and what you're referring about with IELTS and what's your definition of Construction/Engineer, but I know well employment market here in Montreal so I'll try to give you some hints.

First about electrical engineering fields. Here in Quebec it's a profession with strict reserved appellation so you have to succeed specific courses, exams and stages to access the profession and register to have the right to practice as an engineer. I think it's different in USA (I guess you're coming from out of Canada). So if you're what they call here an engineer, you have anyway to succeed some tests and register, and if it's not the same, to follow some or many courses for reaching their expectations. See http://www.oiq.qc.ca/en_index.html... for details.

Second, if it's not what you're looking for and it's more about construction, this sector in general is in relly good shape these years (even turned a little mad in residential sectors) but expected to recess (a little or bigger) in the next years. This sector too you need some kind of permits (they call that to "have their cards") to have the right to operate. Less scholar exigences than Engineer, but more time to practice for an registered entreprenor before you get them.
Maybe you'll find more infos on http://www.ccq.org/?lang=en&tosplash=1...

And both professions can be difficult to enter in if you don't have much time, specific knowledge and/or contacts to help you (last on especially in construction sector).

Finally, if you want to have the best chances, continue to practice French :)
