not legally with a tourist visa, special permission can be granted in special circumstances with resident visas.
Not legally, however you can ask for a work permit if you're a specialized worker. But you may have to exit Canada while they are doing the paper work. Please check with the embassy where you'll have the best answer because it also depends on which country you're from.
