I was born and raised in Montreal and the flashing green means advanced turning light.It is like an arrow. Don't forget that there is no right turn on red in Montreal. If you go off the island there are some places where you can turn right on red but you must look at the signs because there are time restrictions. it means that cars turning have the right a way...if ur a pedistrian, wait till they stop flashing to cross the street.
doesn't it mean that it's a pedestrian controlled intersection. When the button to cross is pressed, the light turns solid green, and then changes to red, so the pedestrian can cross. if no one presses the button, the light stays flashing green.
Looking at the previous answers, we have to be more precise here. For pedestrians, a red or orange (not green!) hand symbol flashing indicates it is forbidden to start crossing, but it is alright to finish crossing. For cars, a flashing green light is equivalent to a left turn green arrow, while the other direction still has stop signs.
