Probably Montreal or Quebec City. Beware though that the French-Canadian version of French is very different from the standard French spoken in France. The French-Canadian dialect ("Joual") originated in Normandy in the 16th and 17th centuries, and hasn't changed nearly as much as the French language in Europe.

If you wish a truely international, multi-cultural city or near-to-city there is ONLY Montreal, and about an average 15 kilometres surrounding the island on which Montreal is located. Most of the rest of Quebec is quite insular and provincial, though it certainly has it's charms, with only occasional small pockets of non "pur laine" heritage.

PS: Re: Stevewbca's Answer: The main Quebec dialect will be much easier to follow than will be that of the eastern part of the province (Gaspi茅se) or the Acadian French dialect of Nouveau Brunswick, but it is true that the French here is less modern, partly from separatist political pressure that seems to try to make Quebec "more Catholic than the Pope", language-wise.
There is no "parking" here, for example, just "stationment"; no "pressing," just "nettoyage," and students will be marked down if they write "e-mail" instead of "courriel" in a school paper, etc., etc. But [your] being bi-lingual will certainly be very helpful for you to get a good job.

but quebec city is a french comunity as mtl is more like ottawa
i guess i would recomend toronto.... (yeah right!)

quebec est une ville francophone donc ce serait plus facile pour vous car montreal c'est plutot assimile au culture anglaise de l'ouest du canada......

If I got to live there, I'll choose Montreal.
Quebec is a too small city for me (very touristic I think)
Sherbrooke (where my sister in law leaves) is a typical american city.
