Marrakesh is a tourist city. It is normal to see people in shorts and other western style clothing. Moroccans wear it too.
If you are going into smaller village it is different. You want to dress much more modestly covering your legs for sure (man or woman) and keeping the top modestly covered also.
At least 50% of Moroccan woman don't cover their heads so they don't expect you to cover yours.
In the large cities people dress just like you do some more conservatively. In the villages and small towns it is better to go more conservative. Source(s): I live in Morocco.

There isn't exactly a dress code, but it is a Muslim country so you should really respect their religion and culture by dressing modestly. You do not have to cover your head, but try not to wear shorts or short shirts, tank tops, or anything too revealing. Loose dresses or skirts and carpis are fine.

With the Casablanca bombings a few years back if I were a girl I would wear Fritz and flak body armor under a white hooded gown. Avoid wearing anything else underneath because that crap is hot. As Shakespeare put it you will be scalded with safety.
