The Munich Syndrome is the thought that aggression appeased becomes aggression repeated. Basically the flip side of Vietnam/ Iraq. Put another way, if someone knows they can push you around, they will push you until you stand up to them.
Off on a tangent, you *might* also be thinking of the Stockholm Syndrome. That's where a victim (usually of a kidnapping) begins to empathize with their abductor, sometimes to the point of helping them. The most famous case of this was Patty Hearst and the S.L.A.- any quick keyword search will give you plenty information on the case.
