I have cpme from India and holding L1 visa for U.S.A. I need to visit Toronto and Niagra falls. What is the procedure for this?

Normally you are supposed to obtain a visa from the country of origin itself. Since you are already in USA, you may visit Canadian Embassy there, explain your case to them and try your chance for a suitable visa. With L 1 Visa, you may get short duration visa/permit.
