Ottawa,Ontario,I am confused???

When i searched Yahoo.com ,which is the cheapest city to live in Ontario,Canada?It's came up with Ottawa,Ontario.But when i searched the rent costs in Ottawa it seemed to be higher than for instance Welland,Ontario.I know for sure Ottawa is Colder and more Crimes than Welland or St.Catharines,Ont.Any facts about Ottawa,Ont that you can advice will be appreciated.Thanks!

The "cheapest" is always in relation to other variables, i.e. salary, transportation, energy, taxes, etc.

Welland may-be cheaper but the salaries (those left) are way below the national capital!

Ottawa, has a large "public servants" population and high technology enterprises.

Also has a considerable University student population.
Others
My guess is that wherever you searched only compared major cities of more than a set population, probably 100,000.
