Southwest is running a promo right now if you book before the 5th and travel b/w the 18th and 30th it's like 49 bucks each way.

Closest Airport on the US side is Buffalo about 30 mins away
Closest on CDN side is Hamilton about 40 minutes from the falls

Fly into Buffalo, and get a hotel near or on clifton hill in Canada, you may be able to get a shuttle from teh airport (long shot) but the drive is about 30 minutes... take the I-90 E to Niagara Falls, exit 21 Robert Moses Parkway, follow the signs to the Canadian Side of the falls at the Rainbow bridge, you can see the falls from there...
