New York State, there is a Niagara Falls, NY as well as a Niagara Falls, Ontario (Canada). Like the answerer above said best route in if you are from the US is Buffalo, if you are flying direct in to Canada Pearson Airport in Toronto. If you can get a flight from where you are Hamilton is even closer on the Canadian side.
