I highly recommend using a passport when traveling anywehre. Even if it is just to Canada.

Your best bet is to just ask the Canadian Embassy if that ID is acceptable.

More than likely, yes. I would also have some kind of photo ID, like a drivers license.
To be certain, I would call the border that you plan to cross and ask them if it is acceptable. If it's not, then at least you didn't make the trip for nothing.

Remember that for the borders now.. rules are rules and you won't meet someone that will just let something pass if it's against the rules. I don't want to see you go on a long trip to find out you can't complete it! Good luck!
