Is there a fee?

Travel Tips
The address for the Boardwalk is 2101 N. Epcot Resorts Blvd. The Boardwalk is located right at the resort, on the water. You can also take a boat ride right over to Yacht and Beach Club. The Boardwalk usually has entertainers, music and things like that, there is also a few restaurants, some shopping and also an ESPN Club. There is no fee, but to play games at ESPN, shop and dine would all cost extra.

Downtown Disney is Buena Vista Drive. It's near Typhoon Lagoon as well as Saratoga Springs and the Downtown Disney resorts and Old Key West and Port Orleans aren't too far either. Again you have a lot of shopping and dining, as well as Cirque du Soleil, Disney Quest and Pleasure Island. Again there is no fee, but to dine and/or shop you would pay extra and then Cirque, DisneyQuest and Pleasure Island all cost extra. Source(s): http://mousetrips.com/dquest.html...

Other Travel Tips
The Disney Boardwalk area is located within walking distance of Epcot. It is part of the Boardwalk Inn, there on the lagoon with the Yacht and Beach Clubs. The Swan and Dolphin are also nearby. There are several restaurants, little clubs and stores to visit along with bikes to rent, souvenir carts, etc. Downtown Disney is a separate place. It is a place to shop, shop, shop. Some of Downtown Disney is free, other things there have an admission fee, such as Disney Quest and Pleasure Island.
Downtown Disney is located on the northeastern area of Walt Disney World on Buena Vista Drive. Downtown Disney is a large outdoor enterntainment complex open to the public with free admission. Downtown Disney is divded into the three areas or "lands" (similar to Disney parks) which are as follows as well as a brief description of each:

Downtown Disney Marketplace:
The original phase of Downtown Disney which is where you will find the most shopping such as The World of Disney which is the largest Disney store in the world! You will also find several dining locations in this area, the most popular being the large Rainforest Cafe.

Pleasure Island:
This is the nightlife portion of Downtown Disney; home to many upbeat nightclubs and other adult-oriented enterntainment. The outdoor walking area is open to everyone, however you must be at least 21 years of age and pay admission to enter the nightclubs.

Downtown Disney West Side:
This is the newest and largest area of Downtown Disney. You will find several big-name venues, major restaurants, and lots of enterntainment in this area. The biggest attractions in this area include DisneyQuest Indoor Interactive Theme Park (admission ticket required), Cirque du Soleil La Nouba (show ticket required), The House of Blues (admission ticket required), and AMC 24 Theatres (movie ticket required). Major restaurants include Bongo's Cafe (Gloria Estephan), Wolfgang Puck, and the large ball-shaped Planet Hollywood. Shopping includes the Virigin MegaStore and several smaller souvenier and unique shops.

The Disney's Boardwalk is also a very nice outdoor enterntainment area and smaller and more exclusively themed after the famous Atlantic City Boardwalk during the big-band era. The Boardwalk houses several restaurants including Flying Fish Cafe, Spoodles, and the popular ESPN Cafe. Shopping includes a General Store which sells a good variety of Disney merchandise as well as food items. Attractions include the Atlantic City Dance Hall, Jellyrolls, Wyland Art Galleries, and bike-rentals The area is part of the Disney's Boardwalk Inn Resort and the Epcot Resorts circle which includes the Yacht & Beach Club Resorts and the Swan & Dolphin Resorts within walking distance. To access the Boardwalk via a personal car you must enter the Disney's Boardwalk Inn main entrance and show a valid I.D. at the security booth to enter the visitor parking lot.

Hope that helps. For more info checkout the WDW website:
