I have doen that trip three times in the last couple years. If you fly it will cost you anywhere from $750 to $1000- its cheaper to fly on weekdays and standby if you can get it.

The train is ridiculously expensive- more expensive than flying as it is a scenic tour ($1300).

Greyhound buses can get you across but will take you 3 days. Even then you are looking about $700 to $900 for the ticket as there are no discounts during those days. Also then you have to think about eating which will make your trip cheaper via plane.

You can try looking into car pools but it will take even more time (probably 5+ days) but then you have no way of checking into the people you are sharing a car with, so I would not advise this one.

So that leaves planes being the cheapest and safest way of getting to Ottawa.Check for seat sales on flights, if you have the patience or enough money for gas drive there, or take the train (Via-Rail!!). Good Luck
The cheapest way to Ottawa from Vancouver would be to walk. Walking doesn't cost us anything, it is healthy and it is good for you. Of course it may take you a while to get there, so I hope that you have already started walking. Good Luck.

Cheapest way is the Greyhound but be prepared for a long trip - probably looking at 56 hours. If you're a student you might want to check out Via rail and buy the student card. I don't think you're going to have much luck in the seat sale dept of the airlines as the cut off for cheap travel is Dec. 15 approx - Jan. 8. You might luck out but if you haven't booked it yet then you aren't likely to get anything.
I guess if you're prepared to spend a lot of time then walking is the only other alternative unless you can find someone to carpool with that's already going that way. If you're a student check with fellow students to see if anyone is even driving near where you want to go. By the way - driving in winter is miserable and expensive too.
