If your bag only just fits in the measuring gauge, but the wheels prevent it going in, you could be ordered to check it as hold luggage.

A way round this is to get a bag with wheels that you can unscrew.
Yes they do and the handles of normal bags!! All hand luggage has to fit within the specified dimensions for it to be classed hand luggage.
