Do you know of a low rate phone card company?

I need to call from the US to a cell phone in Panama. I don't want a phone card that has additional connection and maintenance fees and it needs to have 1 minute rounding.

No matter what calling card you use,your minutes will always get eaten up faster if you're calling a cell phone. I call Panama every day, I should know. Nobody has a home phone anymore,lol.
