I look at it like this. Your genes are like a 'map' of all the possible versions of you. Where on that map that you end up depends on the environment. So there are only so many versions of you possible, based on your genes, but which you that you end up being depends on your surroundings.

In college I remember learning about some pretty neat studies on identical twins separated at birth to show the power of genes on personality. These twins very often had very similar personality traits, and even similar tastes in things like clothes, music, food, and even the kinds of people they tended to date.

saying that all character is learned is wrong because genetics does have a good affect on who someone is. But the environment and the experience a person has experienced also affects a person character.
this is often called nature and nuture
nature being genetics and nuture being what happens to the person after birth from his surroundings.
