It is true only of things sold in the free zone. You can only buy things in the free zone and have them delivered to you airplane or cruise ship at the time of your departure (see http://www.panamaexpertos.com/ for more). But since we do have a free zone here many things are cheaper than anywhere else in the world and some stores will over ride the 5% sales tax when you show your passport. That extreme is true in the Free Zone of Colon. As a tourist you can go inside the free zone with only providing the passport that identifies you. There you can find all kinds of products (yes... you can find clothes, shoes, cosmetics, girl stuff). I went there with a few friends (some of them girls) they went crazy! Gather patience before you go though... the area is huge.
