For guys....usually NO shorts. Big floppy shirts, like Hawiaan shirts are generaly seen throughout the country. Dress slacks or jeans are normal. You don't need a sweater unless you tour the highlands, where it might get a tad chilly. It does rain so a jacket might be necessary for that.

For women....sun dresses are ok. Forget about extremely short dresses unless you heading to a Panama City disco or such.

The key thing....its hot and muggy....and you really want something loose to wear.
