It's based in Europe (Italy) and has more participating European hotels than the American web sites others have suggested. I have used Venere and found they are trustworthy. For flights, my favorite site is Kayak. I tried it with Tehran as the origin and Paris as the destination and it turned up a couple hundred flight choices.
