Most likely it was discarded.
Peru was was not considered on 2006's Visa Lottery due to the great amount of Peruvians that won that lottery in the past years. The same happened to 2 or 3 more countries in Latin America (which I don't remember).
I'm not sure if Peru is going to be considered eligible again for this year. Source(s): I'm from Peru
