you should go during the day. all the stores, bars and restaurants are open and you can even walk down to penns landing at the end of south street. It is a heavily populated area and there are many people walking around as well as many police officers. It does get a little scary at night.

Shop during the day. Go clubbing at night.
What are you trying to do? I mean, there's no real need to go on South Street really late at night unless you live around there, but the rest of the time is fine for going out or shopping. A lot of the places down there are frequented as lunch stops, as well as bars at night. There aren't too many "clubs" that I can think of, at least in the bass thumping traditional sense.

As for driving...well, it always sucks trying to drive on South Street.
While some store closes at night, most place are open at night. Parking is bad 24/7. I'd say day, fewer crowds then.
I prefer daytime, cause I like to live just alittle less on-the-edge than some. But I have been there later at night (maybe around 9-10) and there's an interesting vibe then too. I'm a shopping person, not a bar/club person, so I like to be there when the stores are open.
