If it's open at the time, try the Ben Franklin Bridge. I drive over it to work in NJ every morning, and it comes up right over what looks like it could be Cherry Hill in the distance. Anymore though, that's like 6am, so the gates to the pedestrian walkway may not be open.

There's also that park up on the way to Port Richmond, where the SugarHouse Casino is supposed to go near...Pennypack maybe? It's right on the river and is grassy...it should give you a good view without the bridge in the way, like it would at Penn's Landing.

You may also want to try the Art Museum Steps. They face that direction, and although it won't be an unobstructed view of the sun breaking the horizon, you'll get the sun rising behind the city, which I imagine is pretty nice.

And oddly enough...the Spring Garden Street station for the Market-Frankfort El....the one in the middle of I-95. It certainly isn't the prettiest spot, but it does give you a decent view of the water and the sunrise.

I don't know what else is open though, and what else would give you that view, like any of the highrises. William Penn is a public lookout I think, but I don't know what the view is up there, and I don't think either of the Liberty Towers have observation decks.

You can try some of the parks or waterfront areas. I prefer a waterfront setting; but that's just me.
Penn's Landing
Belmont Plateau....which is a hill in Fairmount Park just west of Center City. The view looks eastward back towards the Philly skyline. Here's a link of the view:
