If it's at Christmas time, it's a custom, basically meaning that any traveller who needs a room and shelter, is welcome at that house. I don't think it's necessarily Amish or a custom only in Lancaster County. I place a candle at my house too (New Zealand).
I'm from Lancaster and don't know of any custom. If I am correct, I believe it is just a popular colonial decoration which many people like. Though you can see this more on the Christmas holidays, many residents display these all year.
