Travel Info Why is there a Penn State when Pennsylvania is a commonwealth? Travel Tips I believe the term commonwealth originates from the charter used to colonize the state. Commonwealths tend to have stronger local government and decentralized state government - PA fits that description very well. Kentucky, Massachusetts and Virginia are also commonwealths. Penn State was a land grant institution established under the applicable US laws of the 19th Century. There is a Virginia State University somewhere near Richmond as well as a Virginia Commonwealth University - in Richmond as well. Others Pennsylvania is a commonwealth but it is also a state. If you get pulled over by a state cop, can you say they have no authority to do anything to you because they are a commonwealth and not a state? good question and why when you drive back into to PA from De does it say welcome to Pa the "state" of independence?? we are a commonwealth.
