Palawan already belong to the Visayas. It is already part of the western visayas region.

Executive Order 429 moved Palawan to Region VI on May 23, 2005.[1] After this move, Region IV-B began to be called MIMARO instead of MIMAROPA.

Palawan is part of MIMAROPA (Region IV-B) "MIndoro, MArinduque, ROmblon, PAlawan". Region IV is still part of Luzon. But Palawenos want to separate from MIMAROPA and create another Region.
Palawan is geographically part of Luzon, but politically, culturally, and linguistically, the people are more closer to Visayans.
