What exactly is a "$30k a year millionaire"?

Travel Info
I keep hearing people refer to some people in Scottsdale as "$30k a year millionaires" and it sounds kind of funny. I understand it kind of refers to people keeping up with the Joneses or pretending to be rich. Can anyone describe or give me more info about this term and these types of people, just curious b/c it seems funny. Also what is Scottsdale like? Is it as fake and pretentious as it's made out to be?

Travel Tips
Have never heard the term before myself but I'm guessing you're on the right track, someone not making a lot but overextending themselves with loans and credit cards to live like they do. It could possibly be someone getting an annual payout from lotto winnings too, you win a million but only get so much per year for 30-years rather than all at once. South Scottsdale is actually pretty run down and a cheaper area but still in the Scottsdale Public School system, which is one of the best. The further north you go into Scottsdale, the snottier it gets (hence Snotsdale). Lots of people with too much money, too few morals, who want to shop all day and think everyone else is beneath them.

P.S.
You got me curious so I went searching. Check this:

a millionare that makes $30,000 a year ?? not exactly a millionare but oh well..
I am not sure of the $30k a year millionaire, but Scottsdale was very nice when I was there 10 years ago. You could buy a brick home for $45,000. It is a suburb of Phoenix. Of course it is hotter than hell in the summer, as you know what Arizona is. There are a lot of wealthy people living there. The mother of Stewart Victor who wrote Poltergeist for one. As for the $30K millionaire, the only thing I can think of is the people that win the lottery and have it paid over a period of 25 years. Hopefully, you will get a better answer on this. But Scottsdale was lovely.
I think it refers to those living WELL beyond their means....the clothes, the car, the condo....all the while dodging bill collectors and maxed out on credit...It's all about the image here....
I agree with you and Doon- it's all about appearances. People who don't make enough money to own the big house or drive the beamer or range rover, but rent a luxury apartment and drive an older model town car to appear rich. They try to cash in on something they're not. They hang at all the Scottsdale hot spots and shop at the Fashion Square, dine at the expensive restaurants and guest pass the private resort golf clubs. All to create the good life illusion. Scottsdale is pretty fake-I personally can't stand to go out there too often.
