You are probably thinking of Oregon's "right to die" law, which is not euthanization. It allows terminally ill patients (after a very lengthy process) to request and receive physician assisted suicide.

Euthanization is however allowed for animals, but not for people.

YES FOR DOGS AND CATS
As "euthanization" is not a word, I'd have to say no.

Oregon has, hower, had a physician assisted suicide law, aka the "Death with Dignity Act," since 1997, which allows terminally-ill Oregonians to end their lives through the voluntary self-administration of lethal medications, expressly prescribed by a physician for that purpose. Since it is self-administered, it is not strictly speaking euthanasia (which is generally acknowledged to mean someone else acting to cause the death).
On animals or humans? becase its yes for bolth. The second answer from An oregon nut is correct its called Death with dignity and every one in Oregon has a a right to it.
