Pearl is hip (art galleries, condos) and downtown. Goose Hallow is a cool little neighborhood near downtown. SE Portland can be really close to downtown, just over the bridge. NW 21st/23rd is also not too far from downtown and has lots of nice shops...it's a bit more 'east coast' than the southeast part of Portland, which is more liberal hippie type area. If you are set on downtown, I would look in the Pearl District.

Depends on what you want. If it's night life, you want to look at the Pearl district. LOTS of condo's and apartments for rent there and a wide variety of prices. Plus lots of restaurants, shops and nightlife.

If you want access to downtown but you want a more quiet area, look around 1st and Lincoln/Harrison. There are about 6 condo units there and a few apartments. I use to live there and it was wonderful - very quiet at night but also on the fareless square (read: free bus into downtown) if it's raining and you don't want to hoof it into downtown. Plus you can take the bus free from the Pearl back home and they run until about 1am.
Well everyone seems to like the pear district, but I warn you it is very spendy.

Some of the cheaper areas can be found on the east side of the river such as the Hawthorne, Belmont or Woodstock neighborhood.

Hawthorne has some really cool little shops and restaurants like Bridgeport ale house, Hawthorne cafe, cha cha cha.

Belmont has cool restaurants such as Salvador Molly's and clubs like the Blue Monk for Jazz.

Woodstock is still a emerging neighborhood so prices are probably the cheapest here. Reed college is close by, as well the Delta Cafe, The Lutz tavern (#1 consumer of PBR in the country according to the NY times), and laughing planet restaurant.

Downtown Portland has gotten so expensive that it almost wipes out the advantages of living close to the city center (one of which would be saving on gas if you work downtown: when I was there last summer, gas had risen to $3.25 a gallon at the downtown stations). The Pearl District especially has been taken over by luxury condos, many of which are in the $500K range. Maybe that's what you mean by "cool," but I prefer the Hawthorne district and its funky shops and restaurants. The Bagdad Theater on Hawthorne Blvd. is the only movie theater I have ever been to where there is a bar where you can buy a cocktail or a glass of wine before the film starts. If you want an even cheaper neighborhood, try the southeast section down from Woodstock Blvd. and Reed College. Lots of small funky houses, shops, and a bohemian feel to the 'hood, not to mention one of the original Trader Joe's stores on the west coast.
