Is January/February the best time to visit Portugal?

Travel Info
The places I plan to visit are Lisbon, Algarve, Madeira and Azores. Approx how much will it cost if I want to cover these spots and how should I plan the trip (which place should I start with first ?)

Travel Tips
In my personal opinion - visiting Portugal in January/February may not be the best time - you may run into the rainy season - and in places such as the Algarve there isn't much more than beaches to visit.
But in January/February it may just be the most economical time to visit - since it is in the midst of the low season.
As to where you should start first, depends on where you are coming from.
If you are coming from North America - it would be more economical to go through the Azores first and then go to Continental Portugal - you can check flights from the Azores to Lisbon at the following site www.tap.pt
If you are coming from another european country - it'll be more economical to go through Lisbon before heading to the Azores - and once again you can visit www.tap.pt for airfares.
Tap Airlines will also take you to Madeira and I would suggest stopping there either on your way to or from the Azores.
The Azores is a wonderful place to visit - and the catch will be which islands you would like to visit - they are all beautiful. I would suggest visiting Sao Miguel, Faial and Terceira - if you don't already have certain islands in mind.
As for cost - you can find nice hostels for 30-40 euros throughout most of Portugal.
Although Algarve may be a bit more - it is a very high tourism location - and thus the prices reflect that.
Food - you can have nice meals for 7-10 euros. But shopping at a supermaket will be even cheaper.
Transport between Lisbon and Algarve is fairly cheap if you travel by train - aprox 37 euros for a two way ticket. You can check the website - www.cp.pt
In Lisbon they have really nice day tours - in which you take a hop-on-hop-off bus tour - which travels to a large majority of the tourist attractions in Lisbon and cost 16 euros for an adult and 7 euros for children. This tour departs every 30 minutes between 9am-5:30pm from Marques de Pombal.
If you need any more information feel free to email me and I will be more than happy to help you out.
Others
You could spend 3/4 days in each place. If so, you could spend as much as 50鈧?day, with food expenses, transportation, museum fees, etc. Except the hotels, but you could spend less, for example, if you buy your food in the supermarket. Algarve is the place with least main things to visit.
To travel from Lisboa to Algarve by bus/train, you will spend 13 to 25 鈧? one way. The trip to the islands is more expensive, maybe 200鈧?at least (round trip).
You could start by the Algarve, then go to Lisboa, as there are more flights to A莽ores and Madeira.
Economically, maybe, but if you wish to visit Madeira then February isn't the best time, the best time would be the summer, or even May or as late as September.

I'd start off with Lisbon, because it doesn't matter what the weather is there, it's a good place to go, and then I'd go to the Azores then Madeira then the Algarve. The Algarve is usually fairly cheaper then the others, so maybe if you go to Lisbon first, in non-peak season then Azores then Madeira then go to Algarve when it's closer to summer then that would work out better. So maybe the best time to go would be June or even August.
