Where can I find out how to retire to Portugal as a permanent resident?

Travel Info
Lisbon area. Income is fixed. Will I qualify for health insurance? I speak no Portuguese but have Portuguese friends who do. I would like to set up a small studio in Lisbon and spend a minimum of six months a year in Portugal and the remainder in the USA - maintaining two domiciles. High Speed internet access is crucial.

Travel Tips
You are very welcome to come and live in Portugal. Lots of USA citizens live in Lisbon area.
