All portuguese nationals, regardless of where they are born, usually have their birth certificates registered, and therefore, on file. Any portuguese consulate anywhere in the world should be able to assist your boyfriend. Apart from filing a police report, like others have suggested, I'd personally make a phone call to the consulate first to find out what he needs. **I should add, that it's possible ID cards are no longer issued at the consulates. I've had to make a few changes recently and acquired a portuguese passport earlier this year in Toronto, so I had to deal with all this, this year. All the above answers are correct but just want to give my opinion. If he has a valid passport and has possibility to travel to Portugal then he should go there and get it done.
