Calling in not that expensive. I'm actually charged more when calling from NJ to Bronx, NY. I also use my cell phone and the calls are not that expensive even when I go over my minutes. I also make call during my free minutes and I am not charged as international, because Puerto Rico is US territory (although it is not a state).

If you have a home phone line with unlimited calls for a fixed price like I do it included P.R. and so does my cell phone. Check with your provider. My 1000 cell minutes count toward P.R.
I have verizon as my phone carrier and Puerto Rico is included in my calling plan. I think it would be cheaper to purchase a international phone card. They sell them all over.

If you have either Verizon, Cingular or Sprint you can switch to a plan that includes Puerto Rico as part of your minutes. If you are already with one of this providers, check your plan, it may alreday be included.

You could also check out Vonage as I believe they now include Puerto Rico in their plans.

Another option would be to use a service like Skype that allows you to make calls from your computer.
