You can put as much lipstick on that pig as you want, calling it a Commonwealth, an unincorporated territory, etc. The fact is that we do not have a say in whom becomes President of the United States, but we serve in the U. S. Armed forces. We have been citizens of the U.S. since 1917, but we do not have representation in Congress, except for a lone delegate in the House of Representatives that cannot vote on the floor. No Senators from Puerto Rico. That is the crux of the problem in Puerto Rico. The two main parties are the PNP (pro statehood) and PPD (pro colony, although the call it Commonwealth). Hopefully it will become a state soon. Others puerto rico is not a part of the U.S.A yet but they are thinking of accepting it Puerto Rico is a territory of the US. It is not a state. It is a commonwealth of the United States. People born there are U.S. citizens and can freely travel to the mainland, however, if still residents of Puerto Rico, they neither pay income taxes nor vote in federal elections, nor do they have representation in Congress. it's a commonwealth of the united states. http://en.wikipedia.org/wiki/commonwealt... info on commonwealths...
