You go to the port of Fajardo and from there you can take a hydroboat and be in Saint Croix in leess than 2 hours.

i don't know but I do know you can fly there for like $100 round trip. Also that would be easier a boat would have to go through the channell which is very rough. Even though it is only 40 miles from Puerto Rico
