Passport for Puerto Rico and St. Thomas?

I will be taking a boat into international waters from St. Thomas and back again to St. Thomas.....what are the newest guidelines as of yesterday?

A passport is only needed for places that are not considered US...puerto rico, and virgin islands do not require passport due to united states commonwealth. All other islands require like Aruba...Dominican Republic etc. This was announced yesterday on news...NY
