Why would the US Government allow you to leave the country and not let you back in. That is crazy. No country is going to let you leave w/o a passport and then tell you you can't come back without one! Also Puerto Rico is a territory of the United States. Flying there should be as easy as it is getting to Miami. As a matter of fact if you don't believe me, look at the news.
