Right now you must have an original birth certificate with raised seal AND some form of goverment generated ID such as a driver's license with a photo in order to receive a tourist card (costs about $20.) You're confusing it with Puerto Rico, probably. Because that is a territory of the US, you don't need one. Yes, a passport is required, unless you are only going on a day trip to a border city. Soon, that will change. I believe it is in January 2007. Then, you will need a passport for ALL of Mexico. yep, need a passaport No passport is required if you travel to Mexico from the U.S. by road.
