You can get by without it, but it is as important as learning English in the USA. You cannot get much of a job without getting your full-time resident immigration papers, which means without it you and the kids have to leave Mexico every six months. On the other hand, you have picked one of the most beautiful spots in the world, with many friendly people. There are a couple of international schools, but they may be hard to get into. Check "www.vallartainfo.com" and google for pertinent websites. The buses are great and cheap (about a nickle), so you can stay in any part of Vallarta and get to anywhere you want to go.
