No, legally not. But at the south of Vallarta are very few beaches, where people sometimes are without clothing.
This is, because these beaches are accessible only by boat or watertaxi.
I have read something about this at a gay travel site, but i dont remember which beach it was.
I think it was Las Animas, You can see a map and little beach description on the mentioned site below.

You will not find a clothing optional beach in the Bandaras Bay, period. That said you might find some area's where an occasional tourist will go topless but that is rare. I have been to Los Animas on a number of occasions and have not seen any nude sunbathing. There are a number of places in PV that allow clothing optional sunbathing on the roofs of there establishment, you have to hunt and peck those down.
There used to be a resort about 75 miles south of Puerto Vallarta that has a stretch of clothing optional beach, it is beautiful!!! Punta Serena is the name of the place, adults only but the beach is to die for.
There is no nude beaches in Mexico. It is illegal to be nude. I would not recommend going nude even in a secluded beach. You do not want to end up in a Mexican jail.
