Do I need a passport to fly from Chicago, IL, US to Quebec City, Canada during June 2006?

Travel Info
The Tips for Travelers to Canada site http://travel.state.gov/travel/tips/regi... says:
"December 31, 2006 鈥?Passport required for all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda." but a couple coworkers said just recently they couldn't board the plane to Canada without a passport.

Travel Tips
If you are a citizen of the US. You can travel to Canada without a passport. I have several times traveled to Toronto and Montreal and do not have a passport. Use a valid driver's license and a birth cirtificatae (with the raised seal) to prove your identity as a citizen.

I'm going to quote your question.

Passport >>required<< for all air and sea travel >>to or from<< >>>Canada<<<, Mexico, Central and South America, the Caribbean, and Bermuda." but a couple coworkers said just recently they couldn't board the plane to Canada >>without<< a passport.

Now.. I've made note of specific words and phrases in your statement. Maybe you can find the answer to your question that way.
no you don't they are going to make passports mandatory for going into canada in like 2007 or 2008 or something, but not now
Yes. I just flew from Minneapolis to Toronto last week, and a passport was required.
I believe that the laws are currently changing and that anybody coming into Canada will need as passport (US citizens included)....you used to be able as a canadian citizen to re-enter on an expired passport but I'm not sure if this will still be true.
no need for a passport to come into Canada, yet. supposedly, they willcreate some travelers id card of some sort sometime soon which will cost half of what a passport does.
The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 1, 2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada have a passport or other secure, accepted document to enter or re-enter the United States. In order to facilitate the implementation of this requirement, the Administration is proposing to complete it in phases following a proposed timeline, which will be published in the Federal Register in the near future.

In the proposed implementation plan, which is subject to a period of initial public comment, the Initiative will be rolled out in phases, providing as much advance notice as possible to the affected public to enable them to meet the terms of the new guidelines. The proposed timeline will be as follows:

December 31, 2006 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.
December 31, 2007 - Requirement extended to all land border crossings as well as air and sea travel.
