Canada visit rejected?

We were planning fora visit to Canada from UAE. However, the Canadian Embassy rejected our application for visit saying that they do not have enough proof that we will return back and may eventually stay there illegally. How do we prove next time that we plan only for a visit and not a longer stay in Canada? Do the Embassy call the concerned people ( people whose name and telephone numbers are given in the immigration paper) in Canada and enquire about the visitor's purpose in visiting Canada?

There must be some reason they thought you would not return to the UAE. (job stability, family ties, etc.)

Just because you have a passport does not mean a country has to let you in (even if you are only visiting).

I don't understand why did you contact the Canadian Embassy in order to visit Canada. If you have a valid passport, there is no need to let the Canadian Embassy know you are coming for a visit. You would only contact them if you were coming to live here, and would want to apply for a visa or immigration status. But if you have a return plane ticket back to the UAE, then that is proof enough that you are only visiting. Why would you have filled out immigration papers if you were only visiting? That is probably why they suspected you were planning on staying here.
Doesnt make sence to me either. If you were only visiting then you shouldnt have any problems. Try again. You couldnt fool the Canadian govt the first time.
