Travel Tips
Montreal has a very large ethnic population and english is spoken everywhere. It is not true that people speak only french. I am a french Canadian and as you see, there are plenty of others like me. Quebec City is a very picturesque city ( founded in 1608 ) and Montreal in (1642) both cities have their unique charm and welcome tourists all year around with their many festivals especially in the summer in Montreal, Jazz festival, Just for Laugh festival, etc... And the winter Carnaval in Quebec city is well known throughout north America and probably Europe too.

In both places, you do have the european feel!

A small minority of people do not speak both french and english.
And everyone is welcome

Many people are bilingual in Quebec, but I think you need to work a little more on your English.
Also worth noting: Some people in Quebec get irritated at English speakers who expect the natives to know English and who make no attmpt at speaking French. Thus, you end up with bilingual people telling you they don't speak English even though they do. So at least pretend you're trying, and carry an English - French dictionary. Oh, and this is just my experience in Montreal, I haven't been to Quebec city, and I'm also pretty sure that the further you travel from metropolitan areas, the less likely people are to be bilingual.
The "old city" in Quebec City is like being in Europe in terms of buildings. Montreal is a big city and just "feels" like Europe. There's plenty of folks in Quebec who speak English.
Montreal is very bilingual. Although there is a "French side" and an "English side" to the city, you shouldn't have trouble finding people who speak English just about anywhere. The city has a lot of different characters, depending on where you are in it.

Quebec City, in my opinion, is much more beautiful and European. Yes, there are people there who do speak English, but as the origins and history of that city are French, French is the dominant language over English. If you are willing to try to learn some basic French and be respectful of the locals who speak it, you'd probably do okay. But if you aren't going to even TRY to learn French, it would be almost rude to move to Quebec City. (Think of it as moving to Spain and not being willing to learn a lick of Spanish.)
Quebec City is most definitely more like European French and a very vibrant city. French is the primary language in Quebec City (Montreal is mostly English-speaking) but a good number of people in Quebec City are bilingual. If you learn even a smattering of the language, you'll find they are very accommodating about being willing to speak in English rather than listen to you mangle French. That was true in France, as well. And after a while, you do begin to learn a few phrases and can even say them properly.
Vive les Canadiens!
