It depends on your airlines and they should tell you their regulations when you buy your ticket. Policy is different from airline to airline, and they need to tell you. Reality is airline security is just a big of an issue as crossing the boarder, and many require passport if you are flying to Canada. And with the rules tightening up soon, the airlines will also be changing.

If you don't have a ticket yet, and no passport, then YES, if you look you can find an airline that will let you fly without it.

You do not need a passport to enter Canada until 2007, although it is easier. But, if you NEED it in 2007 they are expected to start requiring it by December, as they want you ready and able to get home. Source(s): http://travel.state.gov/travel/tips/broc...
