I work at Petsmart. Petsmart's policy is to NOT sell cats or dogs; we do however provide a space in most stores where a local adoption agency can display the animals they have available.

Some of the pet stores get their puppies from the local shelter and they take them to help them find homes.
All the petsmarts I have ever seen that have animal adoptions, only do so on certain days such as the weekend. These animals are brought in by a rescue group or the local humane society. This is why you don't always see puppies. Sure they have puppies sometimes, but they are mostly dogs a year or older. This is what I have noticed with the petsmarts I have been in in Florida.
I know the Petsmart in my area brings in dogs from shelters and humane societies. They don't specifically get their dogs from mills.

No they do not. They work with Rescue groups who use space at PetSmart to adopt out their dogs & cats. Normally the rescue groups are only at PetSmart on weekends.
