The winter in Brazil is from June 21st to September 23rd. In the south of the country, temperatures go down up to zero Celsius degress. Since Rio to upper (northwest and north in the map) temperatures are very high all the year. During the winter you could find some rainy days, with wind, and temperature about 18 Celsius degress, not less. But usually, we have sunny days here, including in the winter, about 22 to 30 oC.
