i call myself Russian, because i was born and raised in Russia.
...here in U.S. i have met "Russian" people who can hardly speak the language.
and also Americans think that you are Russian even if you are Ukrainian / Kazakh / Georgian

An English word "Russian" has two different translations into the Russian language: 袪芯褋褋懈褟薪懈薪 (a citizen or Russia) and 褉褍褋褋泻懈泄 (a person belonging to an ethnic group of this name). For the first option you need a citizenship, for the second - both of your parents have to belong to this ethnic group.

Outside of Russia people who come from Russia are often called Russians because of their cultural heritage, self-identification with Russian (or ex-Soviet) culture and Russian native language.

So, your question has three correct answers, at least!
A russian citizenship and Russian Parents and relatives. Just like me.
Even if you live close to Russia or live in one of the Baltic countries, people will think you are Russian because they know nothing about European history or geography.
And if you speak Russian, they'll call you Russian.
