What is 'The Russian Buckle'?

What is it? I found a clip type thing in my backyard. It looks like it held up someone's suspenders. I'm not sure. The images i looked up dont match what it is at all. It's not a belt buckle but in English letters, it says The Russian Buckle. It kinda looks like it holds up snowpants too.
If you have any ideas of where it came from, plz tell me!

Hi JMC, as far as I know it's commonly said "ring"
and here (I mean in Russia), they say the golden ring, which means few old cities around Moscow.

Now I gave you the correct name, u can look for those golden cities, it's quite interesting cities Source(s): I'm not Russian, just living there, so I had to read to many touristic guides.
